Dili, 13 August 2025 — At the Ministry of Finance, Mr. Perames Vudthitornetiraks, President of the Neighbouring Countries Economic Development Cooperation Agency (Public Organization) (NEDA), signed a Letter of Intent (LOI) with Mr. Francisco da Silva, Director General of External Resources Mobilization and Management, Ministry of Finance of Timor-Leste, and a Co-financing Agreement with Ms. Navchaa Suren, UNFPA Country Representative.
The cooperation concerns the Improvement of Community Maternal and Child Health Centers for Childbirth and Midwifery Services (BEmONC) in Baguia and Quelicai, Baucau Province.
The signing ceremony was honored by the presence of H.E. Mr. Mariano Assanami Sabino, Vice Prime Minister of Timor-Leste; H.E. Dr. Elia A. A. dos Reis Amaral, Minister of Health; H.E. Ms. Milena Rangel, Vice Minister for ASEAN Affairs; Dr. Veneranda E. M. Lemos Martins, President of Baucau Municipal Authority; H.E. Ms. Funmi Balogun, UN Resident Coordinator for Timor-Leste; as well as ASEAN ambassadors, the Ambassador of Thailand to Dili, Mr. Athipat Rojanapaiwan, and development partners.
This initiative marks NEDA’s first concrete cooperation project with Timor-Leste, strengthening regional collaboration in healthcare and sustainable development.
